3. They before consider that, independent of the probable cost & time required for putting down junks loaded with stones, a scheme should be prepared at the station. The junks might be fitted for such operation of a careful nature and might by kept in operation for a time of emergency, four of them being fitted within a short time. In conjunction with the S.C.C., it would be cheaper & more rapidly executed.
4. I have therefore to request you to take steps for ascertaining the probable cost & time that would be required for putting down junks loaded with stones on the bank & observing carefully what tendency there is to cause the natural siltation of a shoal or any other effect it may have on such a scheme.
5. The Committee are of opinion that if the Brennan torpedo scheme is adopted, it would be necessary that the junks should form a continuous line, and it is possible that this mode of obstruction will be applicable to the defence of the Western Channel and considerably add to its strength.
